Yes, you could have the mouse 'ride' a dowell and use that as a steering wheel. There used to be a product like that a few years ago.
If I'm correct, you can not use two of those joysticks at the same time. Even if I'm incorrect, you'd be better of getting a keyboard encoder like the IPAC or Hagstrom. They will save you lots of headaches - plus many many of us have done these methods already.
