An LCD monitor handles resolution differently than a CRT does. The one you selected is 1024x768 (I think). When forced to run at a lower resolution (640x480 for example), one of two things will happen. Either there will be a black frame around the picture, or it will try to fill the screen using interopolation.
The bigger the difference between the displays resoltuion, and the resolution of the actual grpahic - the worse it looks. ZD.com has an article on this that explains it as well.
