That's true but if you're going to take the time to hack a vga cable and limit your selection of emulators, you may as well use a real arcade monitor.
If you want to use your tv there are video cards with tv-out for less than the cost of the convertor in question. Also, you could run windows and other emulators that don't support arcade refresh rates.
