I emailed a company (I forgot which company) that brags that they make video cards to run any kind of funky fixed-scan rate monitor there is, asking if they'd do one for 15.75khz rate monitors. They replied that that's too low a scan rate. I asked if they'd share info on how they program their video registers. They said no.
