The two brands that I keep hearing about for TV-Out use are Matrox and ATI. I personally have an ATI Rage Fury and the picture quality is great. The card fully supports Dos mode and even works with both the TV and monitor connected at the same time. Make sure your TV has an S-Video input - most new ones do. Also be sure to disable scanlines.
