my setup works, but its too slow. time to buy!

I got my computer setup(not the controls or anything). Right now it is running on a p133 with 64MB ram in pure dos. I thought this would be OK until i bought a new cpu. I was wrong. Pacman and Frogger run fine, but paperboy and all neo geo games are not very smooth at all. I also need to buy another video card to use. I am using arcadeos and it will be using a arcade monitor, so I am going to use an ATI card. Does it really matter too much on which card I use, Im thinking of this 3D CHARGER 4MB PCI W/3D RAGE PRO II. Will this be fine, or should I go with an 8mb version? Also, does arcadeos work with AGP cards?
