TV vs PC Monitor vs Arcade Monitor

Hello all.

Sorry if this is a stupid question but I am very new to the idea of making a homemade cabinet so I have ALOT of questions. One being what are the pros and cons to TVs/PC monitors/Arcade monitors?

Cost is a big thing, but so is picture quality and easy of use. (for me anyways).

Anyone have any opinions or trials and tribulations with any of the above?
