The I-PAC is also a keyboard encoder just like hagstrom.
I use one a it works great.
Hagstrom offers different models which are more expensive but some have more options. Like programmability, more inputs and the option to add a trackball interface.

: I am building a second MAME cabinet - the first time around I used a keyboard hack and a gamepad hack for my controls. They do work very well. However, this time around I would rather pay for the convenience of IPAC or a keyboard encoder. What is the better way to go and why? Any thoughts would be greatly appreciated.
