I've got a Creative Labs 3D Blaster Riva TNT2 Ultra. I know for sure that the TV-Out works in pure DOS mode w/o the monitor plugged in. (I am not sure about w/ the monitor hooked up). You might try unplugging your monitor from your video card and try it that way.
BTW, for all you ATI fans out there Best Buy seems to have plenty of Rage Pro's in stock!
