TV out in DOS?!?! Please help!

OK. I am fairly new to this whole thing, but I was wondering if a PC could be hooked up to a TV with the right card and software in DOS. I have yet to find any card that will output to TV from DOS. BTW: I have an STB Velocity 128 with TV out.
