If you're using an arcade monitor and DOS you can still do it. You have to make a name file to translate the dos 8.3 name to the long file name or the actual name(if different from the long name). You can pipe the directory command into a text file so that you don't actually have to type in thousands of filenames and gamenames. I used excel to import that text file, then manipulated the columns of the dir command to fit arcadeos format.

: I just set up arcadeOS to run other emus besides mame and all is good except one thing: It is not displaying the complete file name. For some reason ArcadeOS is only showing the first 5 letters or so and then ~# (# being the number of file with the same name). Any help on how I can get it to show complete filenames? I will say this. Last night I was playing NES on an arcade cabinet. :) This is so awesome!
