Yes you need to be quick on the last two clicks or else it will register it as ANDs. If that happens go to a different field like DOWN and try. If you try again in succession it will keep adding to the field options... but if you go to another field and then back, it will overwrite whats currently existing in the field.
OR
just select that field once more immediately after being unsuccessful, and tap whatever button you have mapped as the UI cancel button (default = Esc) real quick and it will reset it to the default key as unhighlighted the try it again, but quicker. (When a field is highlighted, that signifies that the user has appended the default; only highlighted fields can appear in the INPUT THIS GAME menu). This is a good indicator to check if you have messed around in the ROM settings before.
