Because of piracy. Keep distributing ROMS without any legal regard and there will soon be NO way to get the ROMS. For the people who don't have them, download them and answer the ethical question to whether you have the legal right to own them. THAT'S ONE SMALL WAY TO GET AROUND THE LEGAL ISSUE AS THEY ARE FOR BACKUP PURPOSE ONLY - WHICH IS 100% LEGAL (providing you actually own the game). Putting them on CD ROM gives no legal way to own them. Most of them are illegal, and the person who issues them are at fault, yes. BUT, by widespread distribution, you are going to do nothing but kill the scene.

Playing games is great and I love reliving my youth. But it is illegal any way you look at it when you have no legal right to the ROMS. Doing something illegal is one thing, flauting it on the internet is another. And that's what is going on here.
