I agree with A2K: just put Windows95 on it if you can. 98 has got too much "fluff" for this kind of application.

A 550 AMD should suit you just fine, but I'd try to tap up the RAM to more than 64MB if you can afford it. At least try to make sure that you have a free slot or two for additional RAM later if you can't afford it now.

Also, you really don't need a super fancy-pants video card for MAME applications. Obviously, don't get a complete piece of crap, but you don't need crazy 3D-OpenGL-Glide-voodoo-GeForce-blah-blah-blah in there either. Just get a *good* card. I have an older (but good) 4MB Diamond Stealth in my cab, and it works just fine...
