We all know that rom piracy is illegal. Your statement about "ruining a good thing" is very interesting: It seems you are not so much concerned about piracy as much as highly visible piracy that might affect the ease with which you can get games you don't own. His actions, if they are indeed piracy, would not affect MAME other than the possible crackdown on ROM sites, and other violators of copyright law including himself if applicable, but it seems this is not your true motive...
You'll notice that the readme says:

Distribution of MAME on the same physical medium as illegal copies of ROM images is strictly forbidden.
You are not allowed to distribute MAME in any form if you sell, advertise, or publicize illegal CD-ROMs or other media containing ROM images.

Seeing as Arcade2000 is not distributing MAME with these cd's and does not distribute any kind of custom version of MAME it doesn't apply here.
He may or may not be in violation of copyright laws, but the MAME documentation has nothing to do with that...
