As long as you're building the cabinet from scratch I'd say ignore the standard and find out what height is the most comfortable for you. I'm about 6'3" and I find that the panel on my authentic cabinet is too low. I end up standing with my feet spread way apart when I play. That's not too easy to do on a 2-player game.
Follow this link and look in the "Restoration Data" section for the dimensions of a Defender cabinet. It places the control panel 41" from the floor at its lowest point.
