The scart connection uses the composite video for a sync signal. The arcade monitor needs a real sync. The playstation doesn't give you this signal to any of the output ports. I got around this problem by using a simple circuit with a lm1881 which strips the sync out of the composite signal. To get this setup to work great be sure to power your circuit from the psx. (It has +5 on the av connector) Also the psx is 15.5k out so no a medium res monitor sould NOT! work. (Btw I heard of the motherboard mod but never tried it. the great thing about the circuit is that its external and will work on any psx.
