PSX and scart cable

I am confused about the PSX and a scart cable.
I assume that in Europe, with a PSX and a scart TV that you just plug the scart cable to the PSX and the European TV and the playstation works without any modifications to the motherboard.
Why can't I do the same with a PSX and an arcade monitor?
With the arcade monitor, why can't I cut the scart end off and modify it with a db9 connection and just connect it to my arcade monitor?
http://www.gamesx.com/avpinouts/psxav.htm says that I have to modify my PSX motherboard in order for it to work with an arcade monitor.
Why is this?
What's the difference between the European scart TV versus the arcade monitor?
Also, will a medium resolution (24k) arcade monitor work with the PSX? If not, why?
I assume that a standard resolution (15k) arcade monitor will work without any modifications.
