PSX and scart cable

: I am confused about the PSX and a scart cable. : I assume that in Europe, with a PSX and a scart TV that you just plug the scart cable to the PSX and the European TV and the playstation works without any modifications to the motherboard. : Why can't I do the same with a PSX and an arcade monitor? : With the arcade monitor, why can't I cut the scart end off and modify it with a db9 connection and just connect it to my arcade monitor? : http://www.gamesx.com/avpinouts/psxav.htm says that I have to modify my PSX motherboard in order for it to work with an arcade monitor. : Why is this? : What's the difference between the European scart TV versus the arcade monitor? : Also, will a medium resolution (24k) arcade monitor work with the PSX?
