Well lets see:
4 player machine using only the keyboard for input:

4 Coin Inputs
4 Player Start Inputs
16 "Joystick" Inputs(for 4 joysticks)
24 Player Button Inputs(6 per player in case future games need them)
Pause Input
ESC Input
F2 Input(set test mode)
F3 Input(reset machine)
TAB Input(bring up menu)
~ Input(adjust volume and other stuff)

53 inputs I can think of off the top of my head. I would have to say yes 64 would be a great idea.
