Odie is in fact correct, the circuit is for cutting the signal from the video card until ArcadeOS changes the scan rate or for not powering the monitor up until the scan rate is changed.

Has anyone built this yet? I used a breadboard to wire it up, I am going to buy and etch a pcb instead and re-try. The other thing I noticed is that the IC's from Radio Shack did not have the same exact number as Brians, but I believe they are correct. I get no indication on my LED's at all.

Again, has anyone else done this?
