No signal to monitor using VGA cable in a Jamma Cabinet

Here is the story. This is my second cabinet the first being a Ms. Pacman cabinet which I was able to get going pretty easily.

This is a WWF Wrestle Fest cabinet which uses the Jamma board. I have connected to the RGB and sync cables like before, but am not getting any signal to the monitor. What am I missing here? Does the Jamma board know that the monitor is not connected and shutting it down? Do I need to do something special with the power?

I've tested the cable with a multimeter and am getting signal to each pin. I think there must be more to getting the newer cabinets running with a PC.

Please help.
