Rotating Joystick?

Does anyone have instructions on how to build a rotating joystick? One I can rotate 45deg for games like Q*Bert and Congo Bongo. I know you can set up the diagonals key now with the new MAME for the 45’s, but I would like this to also be my 4way joystick, so the diagonal idea doesn’t work.
