I wanted to build a machine gun for Mame's T2 and Raine's gun games. But I think that it may be a little more difficult than you described.
The arcade guns used potentiometers or optical enocoders, but the arcade's gun rotates clockwise/ccw, and doesn't tilt left/right like joysticks (for x-axis movement). As for the y-axis, I believe that does not have a push-pull stick, but a different type of rotation that angles the gun up/down.
