Warlords has 4 spinners.
There's an Arkanoid sequel with a 2-player simultaneous mode.
If you didn't use rotary joysticks, you could use the spinners for 2-player Ikari warriors I guess.
The Hasbro Atari Arcade Classics CDROM should support 2 spinners for pong. Maybe the next-gen Pong game does too, anyone know?
