The question is exactly as you just put it- Accessing/controlling the tuner (which is a phillips) from DOS. I've done a cursory search for this sort of utility on the net, and came up snake eyes. It's actually probably not that hard to program, but I completely lack the skills to do so.
: : Surely it would be a lot less hassle to repace the video card in your PC with one that has a TV tuner such as the ATI all in wonder, or just install a plain TV tuner card in your PC, and use your existing video card.
