to use 2 monitors you can install a second video card in your PC. Win98 allows you to dual boot to two montiors at the same time. Or you can get video cards with a dual head (2 svga outputs)
"matrox G400 dual head max" 16mb and 32mb versions are available.
to use 2 keyboards you can either use a keyboard splitter (either a ready built one, or there is a www site (linked here I beleave) that explains how to bulid one yourself). Or you can use a keyboard encoder like the Hagstom KE24 or the IPAC, these encoders have a "passthrough" so you can connect a keyboard and use the encoder for your arcade controls at the same time. this way you can get rid of your hacked KB and eliminate ghosting/masking e.t.c....
