ArcadeOS load error no DPMI

When I run ArcadeOS using Windows98 DOS prompt it works
fine but if I shut down to run in ms-dos mode ArcadOS
says Load error: no DPMI - Get csdmi*b.zip what does
this message mean and where can I get the csdmi*b.zip
file.
