Make sure you are using VESA2L in the mame.cfg, if you use VESA1 then you'll get the perfomance hit you mentioned..

Adjust in your mame.cfg

I am using VESA2L on a P2 450 and you shouldn't notice the difference bewteen stretching and non-stretching.
