It's not an emulator, but Time Crisis on the Playstation is good, and comes with extra levels not in the arcade version.
I haven't tried Area 51 for the Playstation, but there is one. One problem is that Area 51 is not compatible with the Namco gun, so if you wanted to play both, you might want to get a different gun than the one that comes with Time Crisis & GunCon package.
Point Blank, another Namco gun game available for PSX is good too!
You could even build yourself a foot pedal to plug into the 2nd Controller port to simulate Time Crisis' foot pedal.
