Sorry to contradict -

but 25-30 Khz is still not low enough as it's medium res.

To sync to standard/low res games (which is what every JAMMA PCB I can think of runs at)
the monitor needs to go down to around 15Khz

The other thing to look at is 'upscan converters',
which take in a low scanrate signal and output a high one.
