I need some help on the subject of NTSC Vs. VGA....

I've been looking into using a TV in my cab as opposed to a VGA monitor...
My problem is I'd like Windows as well and Text tends to be too small on TV.
Anyways, In the way of Prices, is a 25" TV cheaper then a 19" PC Monitor?

Also is there some way to set a 13" or 9" VGA monitor on top of my Cab to
show graphics (Video Marquee) or the top screen such as in Punch-out?
