I have been meaning to write up my www page for some time now. I have a parallel port interface, which accepts 63 digital inputs, and generates fake key strokes. I only use it under DOS, so it may not work under Win9x as is.
It has no ghosting or blocking problems, and can update at a set refresh rate. You'll need some soldering skills, and about $US15 (based on NZ prices). I hope to have a write-up this week.
Basically it is a 7x9 matrix, but the driver handles all the scanning, rather than having an encoder do it and send the results through the KB port.

Just something to consider before you wire it all up.
