Your thinking to hard!!
You dont need 2 video cards to do this. Go to arcadeos homepage and download brians arcade monitor tsr program. Load it as the very first item in your config.sys.
Plug up your arcade monitor to your pc. Turn your machine on and at most your computer will be in 33mhz mode for 5-10 seconds before the tsr loads and automatically switches your monitor into 15mhz mode. Those 5-10 seconds of messed up lines wont hurt your monitor.

: Ive got two video cards ones AGP (a banshee) and the other is an
: old PCI MGA Ultima or something. Is it possible to make arcade OS use
: the MGA instead of the Banshee when it loads. This means id be able to
: view dos etc on my PC monitor, until ArcadeOS loads saving me swapping
: cables (or my arcade monitor from frying accidently).
