The supposed 'correct' method is to use a router. However if you have access to a circular saw with a variable height blade you could do it quite easily. You would need a model with a ripping guide, or some way of ensuring you have an accurate offset of the blade to ensure you rip the groove straight down the middle of you panel edges.

I'm lucky enough to own a good quality saw bench that has a fence on it - I set my blade height to about 1/2", put the fence at the correct setting and cut away. The slot ends up approx 1/8" wide and holds the t-moulding in perfectly.
