I've had similar probs when using a trident N64 pad, I used a amateur's driver + the Quickshot 6 button driver, which caused all my other joysticks and drivers to say Not Connected, I'm not sure which driver caused it though.
Eventually my only solution was to format the HD and then re-install windows 98 so all previous settings of windows were removed.
