all Windows machines can have the keyboards work as a mouse (through the special control whatever section). Then there are mouse -> joystick drivers. But I wouldn't expect to work well

I set one player to keyboard, another to joystick (just setting the virtual joystick to the keys I need for my second hotrod stick).
