It is possible to set up the matrix for 4 players, the only concession is that players 1 & 2 can't use buttons 4 through 7 while four players are playing. This doesn't matter since no 4 player game uses more than 3 buttons anyway (until AD&D is emulated). One thing though: you do need to use diodes to eliminate ghosting, and that is a lot of soldering. As for your trackball and spinner they could be set up through the mouse port. My cabinet isn't done yet, but my CP is and it does work (tested it the other night with a Gauntlet fest!).
