I had the same idea. The solution I came up with was to use the motor from an electric car window.
This already runs on 12VDC which the PC power supply already produces.
I would then wire up three arcade buttons: up, down, and degauss. I have found that I need to degauss the monitor after I rotate it. I like your idea of a relay to tell it when to stop turning.
