What I've heard, they can't... not truely... but this isnt a bad thing.
TV's have around 400x300 resolutions standard. Hidef TV has more (but still less then a normal monitor). TV-out's fake high resolutions by blending colors between pixels. But this adds a 'free' anti-aliasing that make it look more like the original arcade machines.
