adjusting Wico 8-way leaf stick

i've got a pretty old Wico 8-way leaf joystick.. i was just wondering how i go about loosening these things up? just want to know what i should do before i end up busting it. one of those pretty red ball tops :)
i just want it to swing around quicker.
