Do Capture Cards with S-Video Out work well?

I currently have an Iomega Video Buzz, I haven't used it in a long time. But does it work as well as a Graphic Card with TV-Out?

Also, the tv I plan to connect is either an Akai 27" or a Panasonic 13" or should I buy a new TV?
