Flicker Using ATI Radeon VE with S-Video

Athlon 900
Asus A7V133
Radeon VE
S-Video Out

When using console emulators, the TV out flickers like crazy. (Presumably due to the odd resolutions...) Mame32 games look fine. Any ideas? Has anyone else experienced? I would appreciate any help.
