: I'm planning on building my MAME cab and I'm want to max out everything possible...what I really need is:

: 2. Is one spinner and one trackball enough, or are there games that use more than that?

Super Sprint, Championship Sprint, Danny Sullivan's Indy Heat, Ironman Stewart's Off-Road Racing all use three 360-degree steering wheels. Thus, three spinners... or two at the very least unless you plan never to have friends over. Warlords of course is four players.

Many cabinets including Doug Hansen's "Arcade Stupidity" make do with one trackball, but then you lock out potential partners in games such as Marble Madness, Terminator 2, Cabal, Missile Command II and Centipede II (Arcade Classics prototype) etc.

: 3. What specs should I go for in a computer...I don't want to spend a lot on the parts, so I wanna get parts that'll run everything nicely but aren't overboard.

There is nothing considered overboard, especially if you want to go "to the max" as you claim. Taito F3 series, Time Killers, Street Fighter The Movie, Galaxy Fight, STUN Runner, Hard Drivin' etc. etc. all require 1.3 GHz or more.

: Durons and Celerons are damn cheap, I probably only need 128MB of RAM at the most

Hmmm... The current macho machines described on the mame.net forums include 1.5 GHz CPU's, DDR RAM, GeForce 2 cards etc. Leave open the option to upgrade when you have money.
