Bad idea, have two things hooked up to the CP at the same time causes problems (like button presses not being registered, ghosting etc.) It'd be best if you wired the gamepad and the encoder up to connectors, such as printer connectors, and the CP up to the other type of connector.

Are your speakers amplified? If so you get an Audio switch from Radio Shack, you'll need an adapter for the computer (1/8" stereo plug to phono[RCA]), and an adapter for the speakers (1/8" stereo plug to phono[RCA] plus a male-to-male 1/8" stereo plug), the Dreamcast won't need any adapters.
