Tech questions about STB Velocity 128

Well, I've had a nice working MAME cab for a while now, and I've been using an old Trident PCI card to drive my arcade monitor. It works fine, but of course, I want it to work better. I'd like to be able to turn on my monitor as soon as the computer comes on, and I'd also like to be able to run Windows on it. I got my hands on an STB Velocity 128 recently, and as I understand it, if I hook the composite output up to a television, both it and the VGA output sync at 15kHz. That sounds great, except for two problems:

1. Can I hook up a resistor to the composite output to fool it into thinking it's hooked up to a tv?

2. Would the fact that the VGA output is running at 15kHz severely limit my different resolutions (in other words, would I still be able to get all those wonderfully bizarre modes in AdvanceMAME)?

Has anyone had any experience using this card with an arcade monitor? It seems too good to be true, so I'm sure there have to be some problems when using it. I know I'll have to try this no matter what, so if I could at least get an answer to the first question, I'll be happy.
