general interface question

I am working on my own new cabinet project and have read the faqs on this site with great interest.
My general question goes something like this:

I think I want to go with a keyboard interface with multiple arcade-control panels (like the roswell) However, in MAME for example, directional controls change from game to game (although many games are very similar, some are not)

Therefore, one would have to reprogram every game's custom controls within MAME to match one set of keyboard controls. (This is assuming that the arcade controls are hardwired into the keyboard matrix)
This sounds like it would be really tedious and is probably the "wrong" way.

Another option would be for the arcade controls be able to switch to different keyboard layouts on the fly or through some sort of API or rewired or replugged or something. This sounds more plausible since then the most common layouts could be stored somehow and changed (magically) between different games and emulators. . .

If anyone has any ideas on what would give someone the MAXIMUM flexibility between different sets of layouts for the MAXIMUM number of games, could you please drop me a hint? Also, if anyone can recommend a cheap keyboard switcher, I would appreciate it. Thanks!
