Try using MAME32 or WinMAME for better sound (DirectX 8 helps too, I've heard). As for ArcadeOS, I am not sure if much can be done. Most laptops use a properiety interface for their I/O. In many cases it emulates PCI, but can be totally different. Also, the Laptop may use a custom sound system (made for that laptop), not a sound blaster or the like.
