You have an RGB-to-NTSC to let you use arcade games on a TV, he was wanting a RGB-to-NTSC to basically make an arcade monitor a TV.
: I have one of those NTSC-to-RGB converters, purchased from TwoBit. (http://www.twobit.com/rgb.html). I originally brought it so if I have a party and a lot of people are trying to see the game screen, I'd have a television(or two) nearby to make things easier. But I've since decided that I don't have enough friends over to worry about that. :-). So, if anyone wants to buy it from me it has never been used.(Just make an offer).
