I'm not sure where you got the information regarding Win2k Dual-Monitors, but it is incorrect. Win2k Dual-Monitors is as full featured as Win98, and in some ways significantly more featured. Using Win2k, you can specify which monitor should be your 'primary' monitor in the UI, regardless of which one was booted, etc.

More specifically, there are no restrictions in Win2k about refresh rate, or resolution based on your other card.

Authoring this reply at work on a WinXP system, upgraded from Win2k, both of which ran my dual monitors just fine. A 19" at 1152x846 @ 85hz on a Voodoo 3, and a 17" at 1024x768 @ 75hz on a Matrox Millennium G200.
