If you really want a custom joystick, spend a little more cash and get a good keyboard encoder. Makes all the difference in the world.

I had a hacked joystick (powerramp) working... and I still went to a keyboard encoder. why? configuration is nice... connections are amazing!

I had a HUGE clutter of wires everwhere. Then I went to encoder and everything is now nice and neat. No more huge board with soldered connections... Everything goes into an ide cable. All the mess in one location (wrapped up). It's even easier if you only need 28 connections (fine for you) and you go with .. (the other one I'm forgetting the name of). That one has screw in connectors on the board itself so you take a wire to it, put it in a hole, and tighten a single screw. Very easy!
